This flag was adopted on April 1, 1901. The colors of the flag are dark blue, gold, red, white, black, green and brown. The flag was designed in1778. The designer is possibly Jonas Bronck. The design has a dark blue field with the state coat ofaArms. The goddess Liberty holds a pole with a liberty cap on top. Liberty represents freedom. At her feet is a discarded crown, representing their freedom from England at the end of the Revolutionary War. On the right is the goddess, Justice. She wears a blindfold and carries the scales of justice. This means that everyone wil receive equal treatment under the law. The State Motto Excelsior is on a white ribbon and expresses the idea of reaching upward towards higher goals. On the shield is a sun rising, in a cloudless sky, over the highlands and ships are sailing in the Hudson river. Above the shield is an eagle resting on a globe which represents the Western Hemisphere. A three masted, ship and a Hudson River sloop sail towards each other on the Hudson River representing commerce. The river is bordered by a grassy shore with shrubs. All outdoor flags are finished with heading and brass grommets (H&G). PH denotes pole hem for indoor and parade use. PHF denotes pole hem and gold fringe.
