The designer is local government leaders and the U.S. Army Institute of Heraldry. The design is a red-edged white triangle pointing towards the left side. The bald eagle is clutching a war club and fly-whisk. The upper and lower triangles are dark blue. All outdoor flags are finished with heading and brass grommets (H&G). PH denotes pole hem for indoor and parade use. PHF denotes pole hem and gold fringe.
